Preheat oven to 450 degrees. In a small bowl, mix together the garlic powder, parmesan cheese, and dried parsley. When the oven is ready, spray an oven safe pan with cooking spray, and heat over medium high heat.
Spray the steak lightly all over with olive oil cooking spray (or oil of choice), then season both sides of each steak with salt and pepper. Place steaks in hot pan. Cook steaks for about 1 minute on each side, (without moving) or until browned on all four sides. Turn off heat and divide parmesan cheese mixture over the top of the the two steaks, packing it down on top to form the crust. Spray the top of each steak with cooking spray.
Place the steaks in the oven for about 4 minutes, then check them with the meat thermometer inserted into the side of the steak. Remove pan from the oven when the steaks read 125° F for Medium Rare, or 130° F for medium.
Place pan with steaks back on stovetop and flip steaks over with the parmesan coating pan side down. Cook over high heat for an additional 1-2 minutes, or until parmesan coating is golden brown. Turn heat off and let steaks sit for a few minutes to rest.
Use a spatula to gently flip steaks over, and if you lose some of the parmesan crust as you flip the steak, just gather it out from the pan with your spatula and pack it back on top of the steak...Still just as delicious!
Enjoy immediately with vegetable or side of choice.
